Editorial Review

Penny's is a classic noodle shop (now a Chicago chain) under the L tracks that's enjoyed enduring popularity despite its teeny tiny space and so-so wok and noodle dishes. Still, budget-conscious twenty-somethings continuously pack the place for lunch and dinner, especially on weekends. Unless you like Thai food that leans toward the bland side, stick with spicier dishes like the hot pepper noodle with chicken.
